The NLC Service Line Warranty Program by HomeServe (formerly Utility Service Partners, Inc. (USP)), administrator of the National League of Cities Service Line Warranty Program, was recognized by the National Black Caucus of Local Elected Officials (NBC-LEO) during the 2013 National League of Cities Congress of Cities and Exposition. The award was presented to USP’s President and Chief Executive Officer, Philip E. Riley, Jr. during the NBC-LEO Membership Luncheon and Awards Program on Thursday, November 14, 2013 as a result of outstanding contributions to the organization, event sponsorships and a commitment to strengthening the NBC-LEO—USP alliance.

About the National Black Caucus of Local Elected Officials (NBC-LEO)—National Black Caucus of Local Elected Officials (NBC-LEO) was created in 1970 to represent the interests of African American elected officials. It is a constituency group of the National League of Cities (NLC).
